TENDER NOTICE

 

Sealed tenders are invited for supply, erection and commissioning of One No. 100 gm reconditioned. Table butter automatic filling & wrapping machine - capacity 60-80 packs per minute on lease basis as per following details:

1.         The make of the butter-wrapping machine should be of International repute like sig, Bentil, Kustner.  Details terms and conditions as well as technical specification for the above items can be unloaded from our Website www.vitaindia.com.

2.        Tender must be accompanied by earnest money @ Rs. 1.00 lac in form    of Demand Draft in favour of the Rohtak Cooperative Milk Producers Union Ltd., payable at Rohtak. (Haryana).

3.                  Conditional Telegraphic tender will not be accepted.

4.                  Milk Plant, Rohtak will not take the responsibility for any delay in receipt of the bidding document if it is senT by post/courier.

5.         Chief Executive Officer, The Rohtak Cooperative Milk Producers Union Ltd., reserves the right to accept or reject the tender or any part of the tender without assigning any reason thereof.

 

The last date for submitting the bid is 02.04.2008 at 2.00 p.m. and the same will be opened on the same day at 3.00 p.m. in the presence of the bidder or their authorized representative who choose to attend the office.

 

The validity of tender should be 90 days from the date of opening.

IMPORTANT NOTE

 

 

 

1        The Bids for the supply of Table Butter Machine on lease be submitted in two parts (Technical Bid and Commercial Bid) before or on due date. Only technical bid will be opened and evaluated. The commercial bid will be opened only for the firms technically cleared by the committee in the presence of the Bidders on the date intimated to the Bidders subsequently.

 

2.    Bidders are required to submit necessary documents to prove their eligibility along with their Bid. Failure to do so may lead to rejection of their Bid. The Milk Plant, Rohtak reserves the right either to obtain or not to obtain any clarifications/documents in the matter after opening of Bids.

 

 

3.    Technical data sheet at Annexure- A should be submitted alongwith technical bid for 100gm. TABLE BUTTER AUTOMATIC FILLING & WRAPPING MACHINE.

 

4.    The technical Bid and commercial bid are to be submitted in two separate envelops in sealed condition. The EMD is to be submitted in the envelope containing technical bid. Both the envelops should be placed in another envelope clearly mentioning the name of the item tendered and due date.

 

5.    All the Bids should be accompanied by earnest money deposit as mentioned in NIT in the form of Demand Draft/FDR payable at ROHTAK, in the name of THE ROHTAK CO-OPERATIVE MILK PRODUCERS’ UNION LTD.  Earnest money in any other form shall not be acceptable.  No interest shall be paid on EMD for the period during which deposit lies with THE ROHTAK  CO-OPERATIVE  MILK PRODUCERS’ UNION LIMITED.

 

 

 

 

 

 

 

 

 

 

 

TERMS AND CONDITIONS

 

1.0             Lease period will be for 5 years and after five years the machine will become the property of Milk Plant, Rohtak.

 

2.0       Lease amount will be specified in Rupees per year.

 

3.0       The scope also includes repair and maintenance of the machine.

 

4.0       All the spare parts will be arranged and fitted by the firm at its own cost.

 

5.0       The rate should be on FOR basis at Milk Plant's site inclusive of Insurance, erection and commissioning.

 

6.0       The material has to be supplied as per our specifications and delivery schedule. There will not be any compromise on the quality of the materials.  Materials not found as per our specification will be rejected straightaway.

 

7.0       Goods will be properly packed before dispatch. All losses in transit will be at bidder’s cost.

 

            8.0       DELIVERY SCHEDULE:

                       

                        Within 8 weeks from the date of confirmation of order.                 

9.0      PAYMENT TERMS: -

 

i)          50% of annual lease money for the 1st year against the supply, erection and satisfactory commissioning of the machine. 

 

ii)         Balance 50% lease money for the 1st year after six months from the date of commissioning of the machine.

 

iii)        After that 50% yearly lease money will be paid at the start of the year subject to satisfactory performance for the last year and balance amount shall be paid after six months.

 

10.0    The Bid shall not contain any crossing or overwriting. Any correction therein, shall be attested by the signature of the Bidder. The rate should be clear both in words and figures for delivery at our site. The rate should be quoted on the Performa enclosed.

 

 

 

11.0    ARBITRATION CLAUSE:

 

In case of any dispute arising out of contract the same will be referred to the sole arbitration of the Managing Director, Haryana Dairy Development Co-operative Federation Ltd. Panchkula or his authorized representative whose decision in the matter will be binding on both the parties. In case of any legal proceeding, the same will be subjected to the jurisdiction of Rohtak Court.

 

 

12.0VALIDITY OF BIDS.

 

The offer shall remain open & firm for acceptance within three months from the date of opening tenders. Withdrawal of offer before expiry of validity period will result in the forfeiture of the earnest money of the Bidder.

 

13.0The consignee will be the Chief Executive Officer of Milk Plant, Rohtak and all the documents will be raised in his favour and Sales Tax form, if any, required will also be issued by Milk Plant.

 

14.0If any supplier has any genuine problem beyond his control for arranging the supplies, as per our schedule, he will have to get the extension in delivery schedule well in time failing which schedule given to them in original, will be final.

 

15.0Procurement of machine and planning for commissioning will be the responsibility of the supplier.

 

16.0If Milk Plant Rohtak feels necessary, the negotiations with the bidders can also be arranged. If any bidder does not participate in negotiation, his original offer will be considered as final for decision about purchase.

 

17.0The material to be supplied by the tenderer shall be dispatched to site by Road Transport under intimation to the purchaser.

 

18.0The Bidder should sign each page of the tender and its enclosure at the bottom.

 

19.0The Wharfage / Demurrage etc, on account of incorrect or delayed dispatch of material and documents shall be the responsibility of supplier and shall be recoverable from his bill.

 

20.0In case of non-supply of the material or any act of commission or omission of a Bidder, the Chief Executive Officer of Milk Union Rohtak shall be competent to debar/black-list the defaulting parties.

 

 

21.0IMPORT LICENSE AND FOREIGN EXCHANGE VARIATION:

 

The Purchaser shall not provide import license for goods offered against this bid.  Necessary clearance / licenses from the concerned authorities shall be obtained by the bidder at his cost for any imported goods offered.

 

 

22.0EARNEST MONEY/SECURITY DEPOSIT.

 

The Earnest Money will be converted in to the security deposit in case of acceptance of the tender and will be reimbursed after the satisfactory commissioning and performance of the machine. .  No interest will be payable on security deposit.

 

23.0BID CURRENCY

 

For all goods and services covered in this Bidding Document, prices shall be quoted in Indian Rupees only.

 

24.0Full details of materials including the manufacturers name and brand of items must be mentioned wherever applicable.

 

25.0The Rohtak Milk Union does not bind itself to accept the lowest quotation and reserves the right of accepting any quotation in part or in full without assigning any reasons.

 

26.0Date of delivery prescribed shall be deemed to be the essence of the purchase order/ contract. Deliveries should be completed up to or within 8 weeks from the date of placement of order or letter of intent.

 

27.0Quotations required to be submitted with drawing, specifications and submitted as such, shall be deemed to mean that the bidder submitting such a bid is fully acquainted with the technical details.

 

28.0The price quoted must be firm and free from escalation.

 

29.0Sale tax / Service tax, if applicable, shall be paid by us.

1.   The machine should have automatic controls with S.S. central panel completely wired internally & ready to switch on.

  1. The machine should have a photo cell for markings.
  2. The motor should be of Dairy type central led by  variable speed drive.
  3. All peripheral accessories like spare rolls, carrying rollers, standard tools, requisite spares and butter seal cutter etc. are to be supplied with the machine.
  4. The machine should have arrangement for marking date, batch number and price of  the product.
  5. A suitable conveyer should be supplied with the machine.
  6. Safety switches should be included in the machine for operation purposes.
  7. Make and year of manufacturer must be clearly indicated.
  8. In case of recondition machine, its condition and residual life should be certified by an international chartered engineer.
  9. The scope of supply includes erection, commissioning, trial runs & training of our personnel.
